PC8 Passport Applications

 

Completing an application form

PC8 application form is required to apply for a first passport, an emergency passport, a concurrent passport, to replace your damaged or lost passport, and to renew a passport that has expired over 3 years ago.

Completing your application electronically. 
Pre-filled applications can be printed (in black or in colour) from the Australian Passports website. It is not possible to print a blank form. Simply answer the questions on the Australian Passports website and print form upon completion.

A blank application form can be requested through the Australian Passports website if you are unable to complete the application form online.

Appointments are not required for passport collections (Please provide a chronopost envelope or similar if you require your passport to be mailed to you).

Lodging your Passport application

You must visit the Embassy to lodge your passport application.

When you renew your passport, you will need to present your valid or expired passport at the interview. We will return your passport at the interview.

Applicants aged between 16 and 18 will need to be present at the passport interview with one of their parents.

Confirming your Australian Citizenship

Your proof of citizenship is your Australian birth certificate or Australian citizenship certificate.

You must provide original supporting documents.

If born Overseas, you must provide the following: 

-       Your Australian Citizenship certificate or extract from the Register of Citizenship by decent;

-       Your foreign birth certificate (with translation if not in English). You can request a "plurilingue" birth certificate from the Mairie (Town Hall) in France where the birth was registered.

If you were born in Australia before 20 August 1986, you must provide your Australian birth certificate.

If you were born in Australia on or after 20 August 1986, you must provide the following:

-       Your Australian birth certificate; and

-       Either:

o    Your  Australian passport issued after 01/01/2000 and valid for at least two years; or,

o    Proof that one of your parents was an Australian Citizen at the time of your birth (e.g. Australian passport issued before the applicant’s birth, or a citizenship certificate issued before the applicant’s birth, or a parent’s Australian birth certificate).

Change of Name

If your name has changed from your Australian birth certificate or Australian citizenship certificate, you will need to provide a Change of Name document. Australian passports are issued in the name at birth (for citizens born in Australia) or the name at citizenship (for citizens born outside Australia).
You can change your name in your passport only if you show government issued name change documentation, such as a marriage certificate or official name change document. Please see the Australian Passports Office’s website for detailed information about accepted name change documentation.
Please note: Foreign marriage certificates and change of name certificates can only be used to change a name in an Australian passport if:

-       The document was issued after the applicant became an Australian citizen, and

-       The document has been “legalised” by the appropriate authority from the country in which it was issued.

-       A full application form PC8 is required to be completed to apply for a passport to be issued in your new name.

For information on how your foreign document can be legalised, you should contact the relevant government authority, Consulate-General, High Commission or Embassy of the country in which the document was issued.

Change of Name after Marriage

The requirements are different if you were:

a) Married in Australia;
b) Born in Australia and married outside Australia; or
c) Born outside Australia.

Depending on your circumstances, the requirements are below:
(a) ‘Married in Australia’ - If you were married in Australia then you will need to obtain an official marriage certificate from the Registrar of Births, Deaths and Marriages in the state where you were married. The certificate provided by the marriage celebrant is not sufficient evidence for a change of name.

(b) ‘Born in Australia and married outside Australia’ - If you were born in Australia but were married overseas, you will need to apply to the Registrar of Births, Deaths and Marriages in the state where you were born for a change of name certificate or for an amendment to your birth certificate.

(c) ‘Born outside Australia’ - If you were not born in Australia and were married overseas you can provide an official marriage certificate from the country where you were married. This certificate must be provided by the equivalent of the Births, Deaths and Marriage registry. You must obtain an apostille on the multilingual original document (from the Mairie) or on the original French version with an original English translation by a sworn translator.

Photos

You can check the photo guidelines on the Australian Passports website for the correct size and required quality for a passport application. We are not in a position to recommend any specific photographers.
Please note that applicants must not wear eyewear (including corrective glasses) in their passport photo. Photos will need to be less than six months old.

Guarantor

The guarantor must meet the following criteria: 

-       Be over 18 years of age;

-       Not be related to the applicant or either parent by birth or marriage;

-       Know the applicant for at least 12 months (or since birth for children under 12 months of age); and

-       Be either a current Australian passport holder, or a non-Australian who is currently employed in one of the approved professional or occupational groups.

The guarantor needs to write on the back of one photo “This is a true photo of {applicant’s full name}” and signed underneath.

The guarantor needs to provide a valid phone number and be contactable during office hours.

Passport Fees

Fees apply for passport applications. Fees are subject to adjustment at the start of each month due to fluctuations in exchange rates between the Euro and the Australian Dollar. Please visit our Passport Fees page for a list of updated fees. Priority processing service is not available in Paris.
We accept payment only with Visa or Mastercard.

Identification for Adults

Do not complete section 16 if your driving licence has expired.

At the time of the interview, you will need to present current Identification documents such as a Foreign Passport, Titre de séjour, Identification Card (carte d’identité), driving licence (permis de conduire) or credit card.

Proof of current residence

You will need to provide proof of your current address. 

Examples of accepted proof of address are French passports/Identification Cards, Titres de Séjour, or utility bills.

Documents for Children’s passport applications

Full birth certificate for the child (with official translation if not in English).
Both parents need to sign the consent under Section 15 of the PC8 application, ensuring to sign in front of a witness.

The witness for both parents’ consent must not be related to the applicant or either parent, nor living in same household as either parent.

The lodging parent must sign and date the declaration at Section 17 (on behalf of child).

If the applicant is over 10 years of age, they must sign Section 18.

If the child’s name is different from their name at birth, the lodging parent must provide proof of change of name. 

If the name of either parent is different from the child’s birth certificate, the lodging parent must provide documentation to justify this change of name. (e.g. marriage certificate)

Applicants aged 16 to 18 must attend the passport interview with one of their parents.

The lodging parent must provide proof of ID.

Either parent can lodge the passport application for a child. There is no requirement for the lodging parent to be an Australian citizen

If the second parent is not in France, they can provide their consent for the application at the nearest Australian Passport Office in Australia, or at any Australian Embassy or Consulate.

Parents can provide their consent for an application at the Australian Embassy in Paris for applications lodged in Australia or at other Australian Embassies or Consulates.

Collection of your passport

Once we receive the passport from Australia, we will advise you by telephone. Passports can be collected from the Embassy during normal office hours. Alternatively we can send it to via an appropriate prepaid envelope (chronopost or collisimo) that you must provide to the Embassy at the time of interview.

You can also authorise a third party (aged 18 years or over) of your choice to collect the passport on your behalf. This person must present an ID with a photo and an authorisation document signed by yourself.

Travelling with your Australian passport 

Australian citizens who are dual nationals are required to enter and exit Australia on their Australian passport.

An Australian citizen cannot enter Australia on a foreign passport.
Some foreign governments require visitors to carry passports with at least six months validity beyond their planned stay, and you may be refused entry if you do not comply.
Before you travel, check the entry requirements of the countries you plan to visit or transit.

Passports Applications for Applicants residing in Algeria

All above information is applicable for applicants residing in Algeria.

We cannot send passports to Algeria. Passports must be collected from the Embassy in Paris.

Processing times

The processing time for an Australian passport is up to 3 weeks. Priority processing is not available at the Australian Embassy in Paris.

Lost or Stolen Passport

If your passport is lost or stolen while in France, please visit the Australian Embassy in Paris to lodge a PC8 passport application form in order to apply for an emergency passport.

The processing time for an emergency passport is up to two business days

If your passport is lost or stolen while in Algeria, please visit the Canadian Embassy in Algiers to complete a PC8 passport application form in order to apply for a provisional travel document.

The processing time for a provisional travel document may vary depending on your sitaution
