Locally Engaged Staff: Full time position

 

Salary : 38 171€ Annual Gross salary (Paid in 13 months instalments)

 

This position is based within the Australian Embassy in Paris and reports directly to the General Services Manager.

LES Level - Prospective applicants should note that this is a Locally Engaged Staff position not entitled to diplomatic conditions of service, and requiring a work visa for France

 

About the position:

Under the general direction of the Property Manager, the occupant of this position will deliver procurement and property services on behalf of agencies (in accordance with the SLA).  The occupant will work as a member of the Property & Procurement section and provide support to other colleagues, including input to develop and implement new tools, operational or other improvements, as appropriate.  The occupant will also be required to demonstrate flexibility and assist in the Accounts and HR sections as required.

 

The key responsibilities of the position include, but are not limited to:

  • Interpret, understand and apply Embassy procurement requirements in the procurement of goods and services in line with Departmental procurement policies and procedures
  • Research, identify and recommend services/goods to Post Management as required
  • Manage tender processes or equivalent for larger contracts and assist with negotiating the terms of the contracts
  • Manage and negotiate Posts on-going contracts, including assessing and testing the Market.
  • Facilitate/co-ordinate implementation and training for newly purchased equipment or for new starters at Post
  • Maintain the contracts database
  • Liaise with OPO, DTZ and IEA on Property matters, in particular the mid-life refurbishment and Lease-related issues.
  • Oversee the technical running of all systems, in particular electronic access control system, CCTV, back-up UPS, Duress Alarm, Security X-Ray equipment, supplementary air-conditioning units and Police Line.
  • Coordinate office installations and relocations
  • Ensure the smooth day to day running of property equipment and related personnel
  • Supervise permanent and ad hoc contractors
  • Property support for Ministerial and other high level visits
  • Maintain assets and inventory registers and databases and undertake stocktakes
  • Assist with Accounts processing as required (including SAP entry, travel acquittals etc)
  • Assist with HR administration (eg. checking timesheets) as required
  • Act as back-up Cashier as required

General Requirements

 

  • Knowledge and ability to coordinate the smooth running of a range of property and security related contracts
  • Strong technical understanding of building operation systems
  • Ability to manage, plan and coordinate a number of competing priorities
  • Ability to build and maintain strong relationships with key stakeholders (internal and external)
  • Ability to troubleshoot and understand technical  problems
  • Ability to manage, plan and coordinate a number of competing priorities
  • Ability to interpret, and act on, policy regulations and guidelines
  • Strong organisation skills
  • Strong interpersonal relationships skills
  • Strong analytical skills
  • Knowledge of French and DFAT WH&S regulations
  • Demonstrated experience in SAP
  • Very high level of written and spoken English and French
  • Demonstrated (2/3 years) experience in Procurement, contracts negotiation, and interpreting financial proposals
