Research and finance Officer – Department of Defence

This position is based within the Australian Embassy in Paris and reports directly to the Defence attaché.

About the Position
The Research and Finance officer is responsible for the efficient and effective running of the Defence Office at the Australian Embassy in Paris.
The key responsibilities of the position include, but are not limited to:
- Maintenance of the task register and activity programme, and coordinating this with the Embassy programme
- Coordination of all Defence office corporate governance activities, including financial management and personnel support
- In consultation with the DA, supervise and manage performance of two administrative office staff
- Supervision of administrative and financial responsibilities exercised by other office staff
- Oversight of information management systems, including classified documents
- Assist the Defence Attaché and act as the point of contact during absences
- Manage the office and budgets including: providing budget forecasts and estimates, monitoring of expenditure, end of month reconciliations and the provision of periodic and ad-hoc reports as required
- Prepare and submit FBT returns
- Collection and collation of information in support of Embassy reporting requirements and Defence engagement activities
- Cable/report/brief writing as directed
- Coordination of routine information exchange process with French agencies
- Action officer for specified Australia/France defence engagement activities
- Liaison and planning support to military heritage commemorative events
- Translation and interpreting tasks as required
General Requirements and Selection Criteria
Selection Criteria:
- A good understanding of Australian Government administration, financial and procurement policies is desirable
- Demonstrated skills and experience in office management and supervisory duties
- Demonstrated skills and experience in research and policy analysis
- Demonstrated capacity to work independently and with the minimum of guidance, including on occasion for representational duties
- Demonstrated capacity to work well within a small team environment, as well as within the wider organisational framework.
General Requirements:
- This is a security-designated position. Applicants must be a national of Australia, and the selected candidate will be required to successfully complete a security assessment to the appropriate level. Persons holding dual French nationality are not eligible for a security clearance for this position
- Fluency in English and a high level of written and spoken French is essential. Applicants being considered for the position may be required to undertake, and if so pass at a high level, oral and written tests in English and French,
- Proficiency in Microsoft Office and Internet are essential. Applicants being considered for the position may be required to undertake a test to demonstrate their capacity to use such software,
- A driver’s licence valid in France is desirable,
- A good understanding of the organisation and functions of the Australian Department of Defence is desirable,
- Availability for duty travel (both within France and, on occasion, overseas) and out-of-hours’ work on a regular basis.
